IMPORTANT notes on tying the Panama.
Please note that this particular style of fly is tied almost in reverse, with the whip finish taking place behind the hackles at the thorax.
Tying the Panama Variation
After securing a suitable hook in the vice jaws, we tie in an olive 6/0 tying thread and proceed to make about five turns rearward. Here we tie in towards the eye a spangled blue dun cock hackle with the tip facing over the eye.
Now we wrap the hackle rearwards with about 5 to 7 tight turns.
Next we tie in a brown hackle in the same way and wrap it rearwards in the same manner. Tie off securely.
Select two blue dun hen hackle points and tie them in facing over the eye and extending beyond the longest hackle fibres by about one third.
Next take a good quantity of tailing fibres and keeping the tips even, measure and then pre-cut to length. The length should be that of the hook shank or even a tad longer. While tying in the tailing fibres we form a nice taper on the body of the fly.
Now we select some black thread for the ribbing material and making a few turns right at the end of the body, we then wrap up the body for about 5 even turns.
Next we tie off the ribbing material and then select and tie in a short fibred partridge feather.
Wrap the partridge hackle taking care not to break this delicate feather, and tie off securely.
Now, we make a five turn whip finish behind the hackles and cut off the thread. The fly is complete.
Amateur Patterns
The LaRi
Thread: Chartreuse for the body and brown for the head.
Tag: Fine oval silver tinsel.
Body: Chartreuse floss silk.
Rib: Fine oval silver tinsel.
Throat: Red hackle fibres.
Wing: Natural fine Polar Bear (or goat), mallard breast fibres, and micro crystal flash on each side. Fine bronze peacock herl over back like a topping.
Head: Brown tying thread.

On my pattern I have added chartreuse eyes. The material I use is T-shirt paint and it comes in a handy bottle with a fine nozzle.
